Tower Lights

Every hour, the Eiffel Tower sparkles for 5 minutes. The tower is lit all through the night but the star-like sparkles are not continuously on. When they are on, everyone who is close by stops what they are doing and looks at the tower. The ability of this light show to create a pause in a city as busy and bustling as Paris is something that left me in awe and made me wonder who decided to design the light show this way.
